I heard it first hand from the mouth of a Mountain View city council member who stated that the unspoken plan for E.Palo Alto was to drive the blacks out through zoning and "neighborhood improvement" That's why we have the E.PAlo Alto crowd streaming into this area. It's a direct result of BAY AREA political manipulation using the high(relative)real estate values of the peninsula and east bay. It's obvious that the same plan is in effect in Oakland, though not as blatant as the Mountain View/ Palo alto situation where the PO-leese are DEFINITELY on board with the "exodus" plan for the "problem people".&lt;BR&gt; &lt;BR&gt;Stockton PD REACTS to crime- they do not have the leadership, the manpower, (plenty of DYKE power though) the funding or the MORALE to be pro-active. Most officers in Stockton PD only work there long enough to get a better job in other cities- that's a fact, I don't know for sure what the turnover is but it's gotta be high. &lt;BR&gt; &lt;BR&gt;Stockton should be nuked from orbit- it's the only way to be sure. &lt;BR&gt; &lt;BR&gt;One question I have: When listening to the SPD radio traffic it seems like the dispatchers don't issue calls, rather they announce what they have and sort of wait for an officer to respond and volunteer for the call. Many times, it takes the dispatch several minutes with multiple transmissions asking for a unit to respond. Why doesnt dispatch have the authority to ASSIGN a 909 unit at will?&lt;BR&gt; &lt;BR&gt;BTW there were AT LEAST 3 people shot on New Years Eve- no mention of that in the Record!
